North Dakota has a minors licensing law for persons under the age of 18 because new drivers are involved in more crashes.
Any person who is at least 14 years old may apply for an Instruction permit (valid for one year). The permittee must be
accompanied by a licenssed driver at least 18 years of age who has had at least three years driving experience.
